Inhumanity

Yes, we are being judgemental.  We do not think you should chain your dog.  Would YOU like to live, eat, sleep and defacate in the same 20' area on a daily basis, with no break?  Why do that to your dog, your friend, the animal who you adopted or bought or maybe just decided to take in. . ..he deserves more.
